ATF Ruling 2016-1: Complete Guide to Electronic Bound Book Requirements
What is ATF Ruling 2016-1?
ATF Ruling 2016-1, issued in January 2016, authorizes Federal Firearms Licensees (FFLs) to maintain their acquisition and disposition (A&D) records — commonly known as the "bound book" — in an electronic format. Prior to this ruling, FFLs were required to keep paper-based records.
The 14 Conditions for Electronic Records
To use electronic records, your system must meet all 14 conditions outlined in the ruling:
Condition 1: Complete Required Data
Your electronic system must capture all fields required by your license type under 27 CFR Part 478. For dealers (Type 01/02), this includes manufacturer, model, serial number, type, caliber/gauge, date of receipt, and name/address of the person or entity from whom the firearm was received.
Condition 2: Correction Tracking
This is one of the most critical requirements. Your system must preserve the original entry, the corrected entry, and be able to display both. You cannot simply overwrite data — every change must be tracked with who made it, when, and why.

Condition 3: All-Electronic
If you use electronic records for any part of your A&D book, all records must be electronic. You cannot maintain a hybrid paper-electronic system.
Condition 4: Query Capability
Your system must be searchable by at least six fields: serial number, date, manufacturer/importer, caliber/gauge, type, and name of buyer/seller.
Condition 5: Download and Print
You must be able to download or print your records at any time. If using cloud-hosted software, this must be available daily. Printouts must be sequential by date of acquisition.
Condition 6-7: Retain Downloads
Downloaded or printed records must be retained per the requirements of 27 CFR 478.129.
Condition 8: Antique Firearms
The system must properly handle antique and curio/relic firearms as defined under federal law.
Condition 9: US-Based Hosting
All records must be stored on servers located within the United States and accessible during normal business hours.
Condition 10: Host Notification
If using a cloud provider, you must notify your ATF Area Office within 30 days of contracting or changing hosts.
Condition 11: License Separation
Records for different FFL licenses must not be commingled. Each license must have its own separate set of records.
Condition 12: Daily Automated Backup

Condition 13: 20-Year Retention
All records must be retained for a minimum of 20 years. With ATF Final Rule 2021R-05F, Form 4473 records must now be retained for the life of the FFL.
Condition 14: ASCII Export
In the event of business discontinuance, you must be able to export all records in ASCII text format for submission to the ATF Out-of-Business Records Center.
